Wow Grand Terrace is #92. The nearest city to Justin Texas is Grapevine and they are #97. Woo Hoo go Grand Terrace.
I've been to a few of those towns.

No, it only counts if you live in the city. There's no points if you don't live there.
Well if we're looking at near by cities then look at Claremont, it's #5
